Minutes for May 7, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:04 PM.

  • Approval of Prior Meeting Minutes

  • Discussion held between 5:00 & 7:00 p.m.
Dorothy Desjardins from Legal Shield came in.  She has a program for legal help and has been in before to talk about that.  The Board looked into having them speak with each of the Departments but there did not seem to be enough interest so they will not be moving forward with that.

The Selectmen had a discussion on lighting for the bridge in Bar Mills.  Some new information came in on that and they are working back and forth with Brian Atkinson, a Selectman in Hollis, and trying to firm up what the lighting will be.  A letter also came in from D.O.T. about the re-placement of the WWI Monument because it will have to be located in a different place after the bridge is completed.

The monument will be moved temporarily during construction and then placed permanently.  Selectman Booker said the gist of that letter was that the Board has not acknowledged where they want the monument to be and has to get back to them to firm that up.

The Board had a brief discussion on a valuation issue, a discussion on some of the properties the Town has foreclosed on and what to do with them, and Chief Grovo was in very briefly.  

The Board also discussed the OTT Agreement.  Selectman Harmon caught on to some lines that need to be changed to get a better rate so they looked that over.

There was nothing in the file for this week.


  • Review of Projects and Issues
Selectman Harmon has been in every day.  Today she was working on the ratio report which we send to the State regarding our Homestead exemptions.  She has been writing some letters, getting ready for the annual Town Meeting and working with Bev Gammon on a presentation the Board hopes to do at Town Meeting.

Selectman Burns said he has been in most days.  He has been working with the Fire Chief and a couple of electricians who put in quotes for some lighting work that needs to be done in the bays at Groveville Fire Station.  He said he still has a few things he needs to finish up with Chet Ouellette to get the project in the Selectmen’s room done.  Selectman Burns said he and Chet also have a meeting scheduled this Friday with a contractor to discuss upgrading thermostats in the Town Hall.  

Selectman Booker reported that she has been in part of most days.  She said it has quieted down a lot so it is just the basic things that come through and it has not been quite as stressful as it was for the last month or two.  She mentioned that the Board met last night with Greg Heffernan to interview 3 people for the position at the Transfer Station and said they will be making a decision on that by Friday.

Selectman Booker explained that Selectman Emery is out because he is on the York County Budget Committee this year and those meetings have just started.  Those meetings are going to be on Wednesday nights so he will be unable to attend the Selectmen Meetings for the next 6-8 weeks.   

Selectman Booker reported that next week the Board is going to have a Public Hearing that will start at 5:00 PM because Selectman Emery can be here at that time.  Immediately after the hearing is closed they will start the Selectmen’s Meeting to vote on that issue then they will close the Selectmen’s Meeting and re-open it at 7:00 PM.  


Selectman Harmon explained that Selectman Emery needs to be here to vote because she cannot vote on that.  Without one of them present to vote, there would not be a quorum.  The hearing is on a Liquor License renewal for The Barn at Flanagan Farm and Selectman Harmon disclosed that she has a conflict of interest because she is employed by the property owner.

Selectman Harmon took time to thank Peter Burns for reorganizing the Selectmen’s Office.  She said he has been working diligently this past week to put the office back together and has been going through notebooks and papers that are twenty years or older and purging some of the information that is no longer needed.

Public Hearing Wednesday, May 14, 2014 at 5:00 PM on a Liquor License renewal for Gail Landry, d/b/a The Barn at Flanagan Farm

The Board of Selectmen Meeting Wednesday, May 14, 2014 at 5:10 PM or immediately following the Public Hearing.  The Selectmen’s Meeting will be closed after the Board votes on the Liquor License renewal and will be re-opened at 7:00 PM.

Public Hearing Wednesday, May 21, 2014 at 7:00 PM regarding the Secret Ballot Article for the June 10, 2014 Annual Town Meeting

Monday, May 12, 2014, at 7:00 PM there will be a Twelve Town Group Meeting at Waterboro Town Hall.

Thursday, May 22 is the District Budget Vote at the Middle School

Discount Passes are available at Town Office for the Maine Wildlife Park in Gray.  Our Recreation Department will give out one pass per day and you must use the pass the day you pick it up.  The cost is $2 each for groups of no more than 7 people.  The regular price is $7.00 per person.  You can contact Tashia Pinkham, Recreation Director, at 929-8381 for more information.  

There will be a Community Potluck lunch Tuesday, May 13, 2014, at 11:30 AM at Buxton Town Hall.  Contact Tashia Pinkham, Recreation Director at 207-929-8381 for more information.

Buxton Community Days will be held Friday July 18, and Saturday July 19 with a rain date of Sunday, July 20.  This year’s events will include a Road Race at 8:00 AM Saturday, a Parade at 10 AM, Kids’ Carnival and free bicycle giveaways throughout the afternoon, and Fireworks Saturday night at 9:30.  For more information you can contact Tashia Pinkham, Recreation Director, at 929-8381 or email recdirbuxton@sacoriver.net
